Senator William Proxmire (D-WIs.) introduced a bill  in the
Senate Thursday to abolish 13/Government agencies, - -"Congress
has a genius for creating new departments, Agencies, boards,
commissions,  and bureaus but it almost never abolishes them.
This bill is a modest beginning at reducing the size and
inefficiency of the Federal government."
